professional culture. About the role The AVP IT Program & Project
Management leads the Bank’s technology program and project
delivery, ensuring initiatives are aligned with business strategy,
executed with discipline, and governed to meet regulatory
expectations. This role oversees portfolio planning, delivery
governance, and execution across enterprise technology initiatives,
partnering closely with business leaders, IT, and third-party
providers to provide transparency into progress, risk, and
outcomes. The AVP plays a key role in translating organizational
priorities into actionable roadmaps and ensuring technology
investments deliver measurable value to the Bank. Essential
responsibilities Program & Portfolio Leadership: Provide executive
oversight of the IT program and project portfolio, ensuring
initiatives are aligned with strategy, business priorities, and
risk appetite. Strategic Translation & Execution: Translate
organizational and technology strategies into multi-year programs,
roadmaps, and delivery plans that drive measurable business
outcomes. Governance & Delivery Standards: Establish, enforce, and
continuously improve project management frameworks, governance
models, and delivery standards to ensure consistency, transparency,
and audit readiness. Advisory & Decision Support: Serve as a
trusted advisor to executive leadership, providing clear insights,
trade-offs, and recommendations related to scope, risk, cost,
timing, and capacity. Portfolio Prioritization & Capacity
Management: Partner with senior leaders to prioritize initiatives,
manage resource capacity, and balance competing demands across the
IT and business portfolios. Risk, Issue & Dependency Oversight:
Maintain enterprise visibility into program and project risks,
issues, and interdependencies; ensure proactive mitigation
strategies and timely executive escalation. Financial & Investment
Management: Oversee program and project financials, including
budgets, forecasts, benefits realization, and vendor spend,
ensuring disciplined investment management and value delivery.
Cross-Functional Leadership: Drive alignment and accountability
across IT, business units, Risk, Compliance, Information Security,
Audit, Senior Leadership and third-party partners. Change &
Organizational Readiness: Sponsor and guide change management
efforts to ensure business readiness, adoption, and sustained value
realization from technology initiatives. Executive Reporting &
Transparency: Deliver concise, decision-ready reporting to
executive leadership and governance committees on portfolio health,
milestones, risks, financials, and outcomes. Regulatory & Control
Alignment: Ensure IT programs and projects meet regulatory
requirements, internal controls, and information security standards
in partnership with second- and third-line functions. Continuous
Improvement & Maturity: Advance the maturity of program and project
management capabilities, tools, and metrics to improve
predictability, speed, and delivery confidence. Evolving Scope &
Enterprise Needs: Adapt responsibilities and delivery models as the
organization grows, technology evolves, and strategic priorities
shift. Employment Commitments & Physical Requirements Exempt Full
Time role. Core Business Hours Monday- Friday 8am-5pm. Community /
volunteer involvement. Sedentary role requiring prolonged sitting,
with frequent use of hands for typing and operating computers.
Occasional walking, standing, and use of office equipment. Must
possess close visual acuity and clear speech for communication.
Location & Travel In-Office / Hybrid / Remote. Preferred location:
San Antonio Metro, Fredericksburg, DFW and Austin. Travel may be
necessary depending on business needs. Requirements: Candidate
Requirements Bachelor’s degree in Business Administration, or a
related field (or equivalent professional experience). 10 years of
progressive experience in IT program and project management.
Demonstrated ability to translate business and technology strategy
into executable multi-year programs and roadmaps. Proven experience
establishing, enforcing, and evolving project management
frameworks, portfolio governance, and delivery standards. Strong
expertise overseeing enterprise-level risk, issue, dependency, and
change management. Experience managing multi-million-dollar
budgets, forecasts, benefits realization, and vendor management.
Ability to communicate clearly and credibly with executive
leadership, boards, regulators, and external partners. Strong
business and financial acumen with the ability to balance delivery
speed, cost, quality, and risk. Demonstrated experience operating
in a regulated or audit-sensitive environment. Candidate Preferred
Qualifications Master’s degree in Business Administration,
Information Systems, or a related discipline. Experience within
financial services, banking, or other highly regulated industries.
Prior responsibility for establishing, scaling, or leading a PMO or
bank wide Portfolio Management function. Experience overseeing core
system conversions, digital transformation initiatives, cloud
migrations, cybersecurity programs, or large vendor
implementations. Strong working knowledge of regulatory, audit, and
information security requirements impacting technology initiatives.
Demonstrated success driving organizational change management for
enterprise technology programs. Professional certifications such as
PMP, PgMP, SAFe, Lean Portfolio Management, or Scrum Master. Track
record of improving delivery predictability, transparency, and
portfolio performance through governance and process maturity.
Experience partnering closely with Risk, Compliance, Information
Security, and Audit leadership. SSB&T Employee benefits
