As the Director of Lending Compliance, you are most certainly a key member of the Lending Leadership team, reporting directly to the Chief Lending Officer. Your role includes implementing and monitoring the internal compliance audit monitoring program for departments to ensure regulatory reporting and documentation requirements are met.

Your role will also serve as the primary lead for all credit-related regulatory compliance areas including,

a. Policies and procedures

b. Risk assessments

c. Implement new laws and regulations

You will consult and coordinate with lending department AVP's, managers, senior management, and internal audit department personnel regarding new and revised legislation, regulations, agency rulings and guidance memos, and revisions to policies, procedures and products.

Additionally, your role will have significant responsibilities in vendor management due diligence and overall project oversight for coordinating new vendor approvals. You will lead and monitor ongoing relationships with key vendors for compliance, including indirect lending relationships (auto dealerships, mortgage vendors, consumer aggregators/FinTech).

You have a strong ability to quickly absorb complex, nuanced, and detailed legislation and legal opinions and to summarize new regulatory requirements into actionable policies and procedures, training materials, and communications to front-line team members, executive management, and the board of directors.

Essential Functions:

Employee Management

  • Oversee the daily operations of the Compliance team of Loan Quality Control Reps.
  • Communicate Credit Union objectives, strategic plan and mission statement to team.
  • Develop and implement a staffing plan. Review job functions to ensure maximum efficiency and recommend staffing changes as necessary.


    • Serve as general compliance manager for the lending division. This requires the individual to stay up to date on new regulatory changes for all consumer, mortgage, and commercial lending.
    • In coordination with the CLO, serve as liaison to the corporate compliance officer for matters relating to lending.
    • Work closely with CLO on responding to internal audit, Consumer Financial Protection Bureau (CFPB), and National Credit Union Association (NCUA) Examination requests/findings.
    • Work with the CLO on Enterprise Risk related matters as they pertain to the Lending Division.

      Vendor and Contract Management

      • Support the CLO with review of contracts to ensure that appropriate regulatory compliance language and appropriate representations and warranties, indemnification, and other material contractual language (such as Gramm'Leach'Bliley (GLB) requirements) is appropriate captured in the contract.
      • Creates platform to monitor vendor performance relating to Service Level Agreements (SLA's) and manages vendor scorecards.

        Training and Development

        • Leads curriculum development for all of consumer and mortgage lending (in collaboration with CLO, AVP's of Consumer, AVP Mortgage) with respect to regulatory knowledge and required certifications.
        • Works with lending on documentation of Standard Operating Procedures (SOP's) and is responsible for policy development for consumer lending products and services.

          Job Requirements

          Education and Experience

          • Bachelor's degree in business field required
          • Certified Regulatory Compliance Manager (CRCM) preferred
          • Ten years financial institution experience within lending area preferred
          • Three years supervisory experience preferred
          • Three years of audit, underwriting and secondary market documentation knowledge preferred.

            Knowledge, Skills & Abilities

            • Knowledge of consumer loan policy, credit granting criteria, interest rates and how they are computed, and required documentation for each type of loan. Knowledge of interviewing skills and techniques also required.
            • Strong working knowledge of consumer, mortgage lending regulations, including but not limited to the following:
              • Real Estate Settlement Procedure Act (RESPA & REG X)
              • Fair Credit Reporting Act (FCRA)
              • Flood Insurance Regulation
              • Fair Lending Act; Fair Housing Act
              • State Banking lending laws
              • Fannie Mae/Freddie Mac/Federal Housing Administration (FHA)/ U.S. Department of Veterans Affairs (VA) guidelines
              • Telephone Consumer Protection Act (TCPA)
              • Unfair or Deceptive Acts Practices (UDAP/UDAAP)
              • Dodd-Frank/ Gramm'Leach'Bliley (GLB)
              • Fair Debt Collections Practices Act (FDCPA)
              • Equal Credit Opportunity Act (REG B)
              • Truth in Lending Act (REG Z)
              • Home Mortgage Disclosure Act (REG C)

              • Knowledge of the loan process from underwriting through servicing.
              • Knowledge of the lending function from product development to implementation
              • Requires judgment to apply broader aspects of established practices to situations, which go beyond clear, concise guidelines.
              • Advanced mathematical skills, strong working of spreadsheet, word processing, and loan operating systems.
              • Strong research, problem solving and analytical skills.
              • Strong communication, interpersonal, organizational and presentation skills.
